Window auto-scrolls and rubber bands to mouse cursor after time elapses.

Hello. When I mouse-scroll away from my blinking mouse cursor (like in a text window for a page), the window will rubber band and jump right back to it after a little bit of time. It's like an anchor I can never get away from, that I have to constantly set.
It can occur either off-screen or on-screen (like say cursor is at the top line on-screen, the window will jump to center it more).
It's happening both on desktop app (Win 10) and via browser (edge), for me. I think it started 2-3 weeks ago. It's not happening on other apps or pages (like google docs). I get the sense that this happened to me via browser before it started occurring on the desktop app, as well.
