Browser version: I hate that I can't add or modify a filter in table view unless I'm at the top of the list. Sometimes I'm hundreds of rows down, and going to the top to add a filter, and losing my place in the list, is really burdensome.

I also don't like that the horizontal scroll bar is only at the bottom of the list.

These navigation and action items should not be scrolled out of view when moving through the list.
